Flat roofing answer

Should a flat roof be insulated when it is replaced?

Stripping a flat roof is the one moment in decades when better insulation can go in without extra demolition.

The short answer

In most cases, yes. Approved Document L treats a new waterproof layer on a flat roof as renovation, and renovation brings the roof's insulation into play. Where the existing roof is poorer than 0.35, the guidance expects 0.16 instead, unless that cannot be done for technical or functional reasons or the payback runs beyond 15 years. Your building control body confirms which route applies.

How Part L treats a new covering

Part L of the Building Regulations deals with saving fuel and power. Approved Document L Volume 1, the 2021 edition with 2023 amendments, names renewal of a flat roof's waterproof layer among its listed examples of renovation. Under the Building Regulations 2010, renovating a thermal element covers both adding a layer and replacing one that is already there.

The practical result is that a re-cover is never purely cosmetic. Once the old membrane is lifted, the thermal performance of the roof becomes a regulatory matter, and the owner is entitled to ask what the plan is.

The yardstick is a U-value, which measures heat lost through a surface in watts per square metre per degree of difference between inside and out. Lower numbers are better. In Table 4.3, 0.35 is the trigger figure for an existing roof, and 0.16 is the improved figure that applies when the trigger is missed.

Paragraph 4.13 gives a way out. When 0.16 cannot be reached for technical or functional reasons, or would not pay back within 15 years, the target becomes the best that is feasible inside a 15-year payback, and once upgraded an element should not be worse than 0.7. The 0.15 in Table 4.2 belongs to new elements and should not be used for a renovation.

Warm deck build-up

Insulation on a flat roof can go in three places. Between the joists it makes a cold deck, with a ventilated gap above. Over the deck, beneath the waterproof layer, it makes a warm deck. Above the membrane it makes an inverted roof.

At re-cover time the warm deck is the natural way to add insulation. Rigid boards go down over the deck, resting on a vapour control layer, with the new membrane laid on top. The structure stays in the warm, which lowers the risk of condensation inside the roof.

Stuffing extra insulation into the joists of an existing cold deck is a different matter and a risky one. If the space needed for airflow is filled, moisture can be trapped against timber. Our answer on condensation under a flat roof goes into the reason.

How thick the boards must be depends on the product, since each one performs differently. The manufacturer's data and the designer's calculation fix the figure, and the roof is built to meet the target U-value.

Where the deck is sound, a warm deck can usually go on from above without disturbing the ceiling inside, which keeps the upheaval in the house small.

Upstands, thresholds and the height of the roof

Thicker build-ups raise the roof surface. The upstands, the vertical turn-ups at walls and rooflight kerbs, then have less height left above the new surface, so their flashings may need lifting or extending to stay clear of splashing water.

Approved Document L has a specific note here. Under Table 4.2, an upstand formed on site should have a U-value no worse than 0.35. It is the sort of detail that gets forgotten, and it matters where wall and roof meet and heat can bypass the insulation.

Other features move with the surface. A door onto the roof may end up with a threshold that is too low, a gutter may lose its fall, and a rooflight kerb may need to be built up. Each of these is settled at survey, with measurements, and not left to be found on site.

If a roof window or rooflight is part of the job, note that the regulations do not count either as a thermal element. A roof window has to meet the window target, 1.4 or Window Energy Rating Band B, with 2.2 as the figure for a rooflight.

Drainage must survive the extra depth too. Our minimum fall answer explains how the slope is kept while the build-up grows.

Timing, rules and who decides

The 2021 edition of Approved Document L stays in force until 24 March 2027. The 2026 edition takes effect from that date in England for work not connected with higher-risk buildings. Its tables become 3.2 and 3.3, and the principle for flat roof renovation carries over.

Whether your job needs a building control application depends on what is affected. The Planning Portal's test looks at less than 25 per cent of the building envelope and less than 50 per cent of the roof. Ask your building control body, or a registered building control approver, how that applies at your address.

Grants should not be assumed. A new roof has no national grant behind it, and a scheme such as Warm Homes: Local Grant covers insulation for some households only, with eligibility judged by the scheme.

Our flat roofing page sets out the choices of covering. Insulation, covering and any deck repairs are priced together in one written total after the survey, so you can see what the better roof costs.

Insulating a replaced roof

Can I skip the insulation to save money?

Not safely where the regulations apply. A new membrane counts as renovation, and the guidance expects the roof to reach 0.16 where that is feasible and pays back within 15 years. Leaving it out can cause trouble later, with building control, with a buyer's surveyor and in heating costs.

Does insulation make a flat roof last longer?

Not on its own. The covering's life depends on the material and the detailing, as the published ranges show. A warm deck can protect the structure from condensation, which helps the roof as a whole. It also changes the surface temperature, which a designer allows for when choosing the covering.
