The Theale roof report

Along the old Bath road: what clears a roof job in Theale, High Street to Holy Trinity
Theale lies 26.9 road miles north-east of Andover, west of Reading, at the edge of the North Wessex Downs. This report covers its listings, the conservation areas around the High Street, flat roofs on shops and garages, and West Berkshire's scaffold licence.
Holy Trinity and the High Street conservation areas
Theale stands on the old Bath road, where the land falls toward the Kennet valley. In the 2021 Census the civil parish had 3,053 usual residents. Historic England's list holds 27 listed buildings within 500 metres of the centre. Holy Trinity church is Grade I (list entry 1288225), first listed on 14 April 1967, while 1 and 3, Church Street (1215144) and 1, High Street (1288227) are Grade II. Two of those stand on Church Street and one on the High Street, so a Theale survey checks the list early.
Conservation areas lie near the middle, named Holy Trinity, The Lamb, Theale High Street and Blossom Lane, and Sheffield Bridge. Their edges meet and overlap in the centre, so a house on or near the High Street may be inside one, two or none. West Berkshire Council keeps the definitive register, and a map can trail behind it, so your own address is looked up there. In a conservation area, plans for a dormer go before the council. The planning permission for roof work guide covers the other limits.
Three questions, asked in this order, settle most Theale jobs. First, is the house listed, or inside one of the conservation areas? Second, does the work cross the building control limits, which the Planning Portal sets at 25 per cent of the building envelope and 50 per cent of the roof, with a covering 15 per cent or more heavier needing approval whatever the percentages? Third, will the scaffold need the road, or can it stand on your own land, which would remove the licence and its notice period? Each question has an office that answers it, and none of them is guesswork. West Berkshire Council answers the first and third, and BCS or a private approver the second.
Holy Trinity appears in the Church of England's directory with worship each Sunday morning, so its roof falls under the faculty jurisdiction rather than the council's listed building consent. Either way the roof of a church comes under its custodians first, and we follow their lead.
Listed houses are the council's business. They keep the permitted development rights of any house, yet anything altering their character also needs listed building consent from West Berkshire. The start is a matching repair, with the existing roof photographed and described, and the request lodged before a scaffold is placed against the wall. For building control, West Berkshire delivers through Building Control Solutions (BCS), a body it shares with Wokingham Borough Council, on 0300 790 0580.
A tithing, a parish and the edge of the downs
Theale has a short administrative history. It was a tithing of Tilehurst until it became a parish, ecclesiastically in 1832 and for civil purposes in 1894. Finds in the parish point to successive British, Romano-British and Saxon settlement, including a Bronze Age drinking cup, so people have lived here a long time. Few of the standing buildings are as old as those finds.
Its place on the old Bath road shows in the old record. In 1923 the VCH found the houses lining the main road almost entirely modern, apart from a pair of mid-17th-century half-timbered cottages, once an inn, with tile-hung gables and a tiled roof, which had by then been demolished. Even so, 27 listed buildings stand within 500 metres of the centre today. We read that as history only. It tells us nothing about your roof, which the survey establishes, and it reminds us that a village of later buildings still deserves a careful look at each roof, whatever its age.
Theale sits at the edge of the North Wessex Downs National Landscape, formerly an AONB. The village centre falls outside the designation, but about 7 per cent of the 1.5 km box around it is inside. West Berkshire Council can say whether a given address is within it, and that matters if you are thinking of a dormer or a raised roof. The downs partnership advises, West Berkshire decides, and Natural England is consulted. The 7 per cent is a measure of land around the centre and not a ruling on any house, so it is a reason to ask the council and never a reason to assume. For a repair the question seldom changes the work; for a new opening in the roof it can.
The method for each of these questions is the same. We photograph the roof, record its materials and fixings, and send the question to the right office with the pictures. A survey visit follows a fixed route: the elevation from the road first, then the ridge, the hips, the valleys and the abutments, the fault in close view, and the roof space where there is safe access. Nothing is signed on the day, and the photographs are yours to keep. If you want a second opinion, you are free to share them with another roofer. The answer returns in writing before any scaffold is booked. Chimney stacks on main-road houses are checked at the pointing, the flaunching and the flashing.
“On the Bath road a roof job meets conservation areas, shopfronts and the edge of the downs.”
Flat roofs, shops and a scaffold on the Bath road
A main-road village has shops, and shops have flat roofs. So do garages, extensions and the backs of terraces. A flat roof is judged on its fall, and on whether its outlets stay clear. Ponding after rain is the first sign we look for on a Theale shop roof. BS 6229:2025 keeps 1:80 as the finished minimum for membrane roofs, and IKO suggests designing for 1:40, so that water runs off the deck and does not sit on it. Our flat roofing and commercial roofing pages explain the surveys. A new membrane counts as renovation under Approved Document L, so the building control question goes to BCS before the work is priced.
Membranes differ in life, and the guides disagree. HomeBuilding (September 2025) gives EPDM 25 to 30 years, GRP 25 to 30 and felt 10 to 15, while Less (October 2026) gives EPDM 30 to 50, GRP 25 to 40 and felt 10 to 20. HomeBuilding also gives supply-only prices per square metre: felt £65, EPDM £105 and GRP £110. All of those are typical figures for the material alone, never a price for a job, and never a promise of life.
National guides show the scale of the money for one small job. Which? (November 2025) gives £1,400 to £3,500 for felt over a single garage roof of 6 m by 3 m, excluding VAT, with £1,950 to £4,000 for PVC or EPDM and new boards. MyJobQuote (October 2026) puts flat roof replacement between £1,500 and £6,000. The ranges overlap and differ, which is why a survey and a written quote after it matter more than any guide.
On the road itself, section 169 of the Highways Act 1980 puts scaffold on a road under West Berkshire Council's licence. West Berkshire Council charges £125 plus £71 per week, wants a minimum of ten working days before erection and expects the scaffolding provider to ask. A busy Bath-road frontage needs the licence period to match the work, so dates come from you first. West Berkshire's insurance condition is £10 million of cover for the scaffold. Scaffold standing on private ground needs none, which is often the case behind a shop, where a yard or service lane may allow a tower or low scaffold without touching the pavement.
Day to day, Theale's jobs are the ones a main road produces: roof repairs after a leak, flat-roof renewals, gutters and flashings. The price, whatever the job, is a single figure given once the survey is done, and it covers the whole job.
Theale roofs: conservation areas, flat decks and the Bath road
Which conservation area is my Theale house in?
Holy Trinity, The Lamb, Theale High Street and Blossom Lane, and Sheffield Bridge lie near the centre, and their edges meet. West Berkshire Council holds the definitive register, and the map can lag behind it. We look up your address there and tell you plainly what any designation changes for the roof, with the register entry copied into your report.
Does the edge of the North Wessex Downs affect a Theale roof?
Possibly. Theale's centre is outside the National Landscape, yet part of the surrounding area is inside, so a given address may be, and the boundary is checked for your house. Inside, a dormer goes to the planners, whereas matching repair is judged in the ordinary way. West Berkshire Council decides either way, with the partnership advisory.
What does a flat roof cost to renew in Theale?
National guides differ. Which? (November 2025) gives £1,400 to £3,500 for felt on a typical single garage roof, excluding VAT, and MyJobQuote (October 2026) gives £1,500 to £6,000 for flat roof replacement. Those are typical UK ranges. We survey the roof first, and our quote is one total price for the whole job, so you can compare it with the guides.
How soon can a scaffold go up along Theale's Bath road frontage?
West Berkshire Council wants a minimum of ten working days before erection and charges £125 plus £71 per week, with the scaffolding provider asking for it. Private ground is outside the licence. Dates are settled first and the licence is requested for the right fortnight, so the notice is never wasted, and neighbours can hear the dates from us if you wish.
