Shipton Bellinger roofs: Hampshire rules in a village whose nearest neighbours answer to Wiltshire

Shipton Bellinger has 1,442 residents and 13 listed buildings near its centre, yet the towns just north follow Wiltshire's rules. Read on for the council that covers a roof here, what the listings change, and how scaffold on the road is arranged.

Which side of the county line

Shipton Bellinger is in Hampshire, in Test Valley Borough, about 11.7 road miles west of Andover. A few miles north lie Tidworth and Perham Down, which are in Wiltshire and answer to a different council with different forms, fees and building control. For an owner that border matters, because a neighbour's experience across it does not carry over.

Planning for Shipton Bellinger rests with Test Valley Borough Council, with Hampshire County Council over it as the highway authority. The county keeps its two tiers for the moment; a September 2026 decision to withdraw the four-unitary plan left them in place, pending a national review. Wiltshire, by contrast, is a unitary authority and does everything from one office.

That difference shows up in practice. A Hampshire scaffold licence comes from the county, with a fee priced per fortnight. A Wiltshire licence comes from Wiltshire Council, priced by notice given. The two councils publish different conditions and answer different phones. When we quote a job near the line, we start by establishing which side it is on.

For building control in Shipton Bellinger the right phrase is your building control body. That means either local authority building control or a registered building control approver, a role regulated since 6 April 2024. We settle the route before the scaffold is booked and give it to you in writing.

The Planning Portal's national test for re-covering applies here as everywhere. The Planning Portal puts the cut-off at under 25 per cent of the building envelope and under 50 per cent of the roof; a job below both generally needs no building control application. Added weight of 15 per cent or more is the other trigger, and brings approval with a structural check. Each is applied slope by slope.

Whether an Article 4 direction touches a Shipton Bellinger address is for Test Valley Borough Council to say. Test Valley Borough Council's own map answers it for your Shipton Bellinger house either way, and we check it before the survey is booked. We make that enquiry at survey and send you the reply.

Our planning permission for roof work guide gives the national picture for owners on either side of the line.

Emergencies always come first, whatever the council or the county line. A leaking roof is covered temporarily to keep the rain out, and the lasting repair, with any paperwork it needs, comes once the roof space is dry.

Chimneys and boundaries sometimes cross the line in a different sense. A shared stack or party wall has two owners. The survey findings go to both owners before work is planned.

Thirteen listings, a school room and a church

Historic England's list records 13 listed buildings within about 500 metres of the centre of Shipton Bellinger. At the 2021 Census the parish had 1,442 usual residents. Those thirteen entries include houses and a barn, so before any Shipton Bellinger roof is priced we look up the address on the list and note what sits beside it.

St Peter's church carries a Grade II listing (entry 1093238, dated 20 December 1960). An Anglican church in use takes its roof works through the faculty system of the Church of England rather than through the council. The Old School Room (1093237) was first listed on 17 August 1976, and Farthing Cottage (1156882) and Bramble Cottage (1339375) are also Grade II.

A school room is a useful reminder that listed roofs are not always houses. Halls, schools, chapels and farm buildings are listed too, and the same consent applies when work affects their character. Their roofs are often simple and large, which makes small faults easy to miss from the ground and worth a proper survey.

For a listed house, listed building consent comes from Test Valley Borough Council in addition to any planning and building control. The pack we build has pictures of every slope, a short description of what covers the roof now and the repair we would carry out, which lets an officer judge the case from the paper alone.

Repairs in matching material are where we begin. A slipped slate or a cracked ridge tile can often be replaced like for like, and reclaimed stock in the right size and tone is hunted for during the survey, alongside the consent paperwork. Should the market hold nothing close, you hear that before any order is placed.

For your own house, the council's map is the record that counts. The council is asked whether any designation or direction touches the address, and its answer is kept beside the survey pictures.

If you are buying or selling, that file is useful. It shows the roof as found, the council's position and the price of any work.

Small outbuildings count too. Garages, stores and farm sheds carry roofs of sheet, felt or tile, and their faults are usually plain enough to see from a ladder. We survey them with the same camera and the same notes as the house, and price them within the same single figure.

“North of Shipton Bellinger the council changes, so each address starts with which side it is on.”

What sets the price of a Shipton Bellinger job

Four things move the price of a roof job here: how much roof there is, what it is covered with, how the scaffold is reached and what the survey finds beneath the covering. A patch on a garage and a full re-cover of a farmhouse are very different, and the written price reflects that after the survey, never before it.

Scaffold is part of the picture. Section 169 of the Highways Act 1980 covers scaffold on a public road, and the licensing body here is Hampshire County Council, which has the scaffolding firm lodge the form for its customer. Hampshire County Council's rate is £211.90 up front for the first 2 weeks, then £72 per further fortnight, and applications need ten clear working days.

Private ground is simpler. Hampshire's page leaves private roads outside the scheme, and a forecourt, paddock or back garden gives the same freedom. A good number of Shipton Bellinger houses can be reached that way, and then the licence disappears from the price. We check access when we first call and tell you plainly which case applies.

Flat roofs on extensions and outbuildings are priced on the same basis. Rain drains slowly off them, which makes ponding, split seams and blocked outlets the signs we hunt for, along with the edge trim and the upstand. Our flat roofing page explains the options.

Pitched roofs depend on what the survey finds. Roof repairs suit isolated faults. Rotten battens or perished underlay across a slope call for a re-cover, which our pitched roofing page describes. The photographs show the difference.

Guttering, soffits and fascias complete the picture. The eaves line sends water clear of the walls, and one failed bracket or blocked outlet can spoil a good roof, and work needed there is quoted within the same price.

At the end of each survey you receive one total in writing. It already takes in scaffold, any licence, the roof work and removal of waste, with the consent route beside it.

Chimneys on older houses can add to the bill, since a stack in poor order needs its own access. Where a stack has weathered pointing or a lifted flashing, our chimney repairs page explains the repair, and the survey photographs show whether it can be done from the main scaffold.

Sound roofs cost nothing to leave alone. If the survey shows years of life in the covering, that is the finding, and a return visit is suggested for a later date instead of work that is not needed.

Shipton Bellinger roofs: the border, the listings and the licence

Is The Old School Room in Shipton Bellinger subject to listed building consent for roof work?

Yes. As a Grade II listed building it needs listed building consent from Test Valley Borough Council for changes to its character. Matching repair is the first idea, and each slope is photographed before anything is proposed, then the proposal is set out in writing. Halls and school rooms are consented in the same way as houses.

Which council licenses scaffold in Shipton Bellinger?

Hampshire County Council, which is the highway authority here. It charges £211.90 for the first 2 weeks and £72 for each further 2-week period, and Hampshire County Council says scaffolding companies apply for their customers. Test Valley issues no scaffold licences, and scaffold wholly on private ground needs none, which suits many village plots. Ask which applies.

Do Tidworth's Wiltshire rules apply to my Shipton Bellinger roof?

No. Tidworth is in Wiltshire, which has its own building control service, scaffold fees and conditions. Shipton Bellinger is in Hampshire, so Test Valley Borough Council plans and Hampshire County Council licenses scaffold. Which council covers your address is settled before the survey, and you are told in writing. Nothing is assumed from a neighbour's job.

What is the Church of England faculty system and does it cover my roof?

It is the Church of England's own consent process for church buildings in use. St Peter's, listed Grade II and in worship use, sends its roof works through a faculty. A private house nearby follows the council's ordinary rules, with listed building consent added only if the house itself is on the list.
